SWANA BOD Nominees
Allison Birr
Waupaca County Solid Waste & Recycling
Allison currently wears a few different hats. She is the recycling coordinator for Waupaca County, Chair of AROW’s Emerging Leaders Committee, and Chair of WCSWMA. She also serves on the WIRMC Planning Committee. A seat on SWANA-BC’s BoD is the last piece needed to complete the WI solid waste trifecta!
Logan Dwyer
Tetra Tech
Logan Dwyer is an Environmental Scientist at Tetra Tech in Madison, Wisconsin. Over the past five years, he has participated in managing next generation emission technology projects, including tracer gas correlation studies, drone flyovers with methane sensing technologies, and satellite scans for methane emissions at solid waste facilities. Logan has also managed geotechnical investigations, environmental monitoring projects, conducted routine monitoring events, and provided oversight of environmental field investigations. This includes setting up environmental sampling projects, coordinating field work with clients, analytical labs, and field staff. Logan also has spent time drafting landfill permitting documents, reviewing geotechnical cross sections, and monitoring and maintaining landfill gas collection systems on closed landfill sites. He also has experience with landfill closure and cell construction.
Beyond his technical work, Logan is an active member of the Solid Waste Association of North America (SWANA) Badger Chapter, serving on the Young Professional and Safety Committees, and contributing as a planning committee member for the annual WIRM Conference. He has organized environmental cleanups, coordinated industry tours, and participated in numerous networking and educational events. In recognition
of his leadership and dedication, Logan received the 2024 SWANA Young Professional of the Year award.
Alan Kerr
City of Milwaukee Department of Sanitation
Alan Kerr has dedicated 20 years to the City of Milwaukee's Department of Sanitation, beginning his career as a Supervisor and currently serving as the Area Manager. He takes great pride in the department's commitment to maintaining the health and cleanliness of the city. While they face various challenges typical of urban environments, the team consistently works through these issues by fostering teamwork and collaboration.
As a member of SWANA for a few years, Alan would like to express his interest in serving on the Board. He is currently uncertain whether any of his fellow management team members in the City of Milwaukee are part of the Board, but he believes it would be valuable to include perspectives from their urban area in the discussions.
Julie Ketchum
Waste Management
Ms. Ketchum has worked on solid waste issues for over 30 years. In her role as Director of Government Affairs for Waste Management for 23 years, she monitors rules and regulations, engages in community relations, internal and external communications. She serves the Upper Midwest Area: WI, MN, ND, SD, and IA. Her past experience includes 13 years as a Supervisor of Policy and Rule Development at the MPCA and Supervisor of Recycling Market Development at the Office of Environmental Assistance. She also served in various senior level positions at the Minnesota Pollution Control Agency including solid waste policy and infectious waste rule development. She has served on the Environmental Initiative Board, Great Plains Institute Board, has chaired the Minnesota Chamber Environment and Natural Resources Policy Committee, and has served as the Minnesota Chapter Chair of the National Wastes and Recycling Association. Ms. Ketchum currently serves as the Chair of the Minnesota Chamber Waste Wise Foundation Board. In her free time, she provides tutoring to four Somali children, spends time with her family and friends in the Twin Cities and is an avid outdoorsperson.
Allison Rathsack
Dane County Department of Waste & Renewables
Allison Rathsack is the Lead Project Engineer at Dane County’s Department of Waste & Renewables and has been a member of SWANA since 2016. She holds a bachelors of Civil Engineering, with an environmental and geotechnical emphasis, from the University of Wisconsin-Platteville. Allison is a very active Wisconsin Badger Chapter YP and chairs the social media and membership committee. She helps to plan networking events, leads the e-newsletter development, and has helped plan zero waste events, among other things.
Allison has nearly 10 years of in-depth solid waste experience and currently manages a variety of Dane County’s projects including their most notable start-up of a renewable natural gas facility that processes landfill gas into pipeline grade natural gas. She leads and/or collaborates on many other projects at Dane County including: landfill construction oversight and documentation, landfill gas and leachate management, landfill permitting, regulatory compliance, contracting, and landfill safety. Allison is a dependable, competent, and driving force at Dane County and within the solid waste industry. She is extremely interested in continuing her term on the Board of Directors to further contribute to the Chapter and the industry.
